God is ever Knower, Seer of His slaves

Surah Baniii ‘Israaa-‘iil (The Children of Israel) - 17

‘A-‘uu-zu  Billaahi minash-Shay-taanir- Rajiim.
(I seek refuge in God from Satan the outcast)

Bis-Millaahir-Rah-maanir-Rahiim.
(In the name of God, the Beneficent, the Merciful)

30.  Lo! Thy Lord enlargeth the provision for whom He will, and straiteneth (it for whom He will). Lo, He is ever Knower, Seer of His slaves.
30.  ‘Inna  Rabbaka  yabsu-tur-rizqa  limany-yashaaa-‘u  wa  yaqdir.  ‘InnaHuu  kaana  bi-‘ibaadiHii  Khabiiram-  Basiiraa.  (Section 3)

Commentary

Yabsutu – (He enlarges), origin of this word is bastun, which means “to bestow in abundance, to give more than enough”.

Yaqdiru – (He straitens), its origin is qadar, which means “giving measured quantity so that it may be used for long duration. Result of it is scantiness, hardship, poverty”.

Maximum people are victims of increase and decrease in the matter of wealth. Some are those who begin to incline for increasing it and they do not give even a seed of grain to the needy. Now-a-day, this thought has been developing. But in the past, there were such people also who used to become restless after observing others in misfortune, and whatsoever they had, used to give to the necessitous and make themselves ready to undergo toil and pains cheerfully. To-day, such kinds of people are scarce.

It has been caused to understand to both kinds of people that: You should neither stop your hand from giving with the intention that you will become rich if you will not give any thing to the needy, and nor you should be impatient as much that you give everything to the needy whatsoever you possess, and see yourself unto the hands of others. Making rich and poor is by the order and wisdom of Allah Almighty, and He knows and sees the condition of His slaves.

It is understood from this verse that how much every individual can earn by using his strength and abilities; bestowed by God Almighty; he should earn without violating the right of others. Then he should fulfill own requirements moderately, and whatever is saved, that should be kept aside for helping those; whose income is not sufficient to fulfill their necessities. But none should sit at leisure by casting own burden on others.
