Surah Ra-‘d (The Thunder) - 13
‘A-‘uu-zu
Billaahi minash-Shay-taanir- Rajiim.
(I seek refuge in God from Satan the outcast.)
Bis-Millaahir-Rah-maanir-Rahiim.
(In the name of God, the Beneficent, the Merciful.)

يَمْحُوا۟ ٱللَّهُ مَا يَشَآءُوَيُثْبِتُ وَعِندَهُۥٓ أُمُّ ٱلْكِتَٰبِ 39
39. Allah effecteth
what He will, and establisheth (what He will), and with Him is the Source of
Ordinance.

39. Yam-hUllaahu maa
ya-shaaa-‘u wa yusbitu wa
‘inda-Huuu ‘Ummul-Kitaab.

Commentary
It was described in
the previous verse that during every era, Prophets and Messengers (peace be
upon them) came in the world and They guided the human beings to keep their
footings unto the Straight Path in their lives. Then for the next era, another
Scripture was prepared; in which some commandments were changed and
established.
It is commanded in
this verse that Allah Almighty abrogates the commandments of first era which He
wills to change in the next era, and which He desires; keeps them established.
However, the Source of Ordinance, the Actual Book exists with Him, commandments
of which are never changed. This Source of Ordinance is called Lauhul-Mahfuuz
(A Table on which the destinies of the world since its creation are written),
object of which is such Rules and Regulations which are never changed. But for
their particulars, the Books of every era are separate. Moreover, even for
every individual, there is a separate Book; in which his/her deeds and acts are
recorded.
In those special
Books, some such things which are subject to existing causes for the time
being; are recorded. Then after the creation of new reasons, those are removed,
and new commands and forms are entered. But this all is done entirely according
to those permanent Rules, which have already been recorded in the Source of
Ordinance, i.e. LAUH MAHFOOZ: The
tablet that is protected from any alterations.
Difference
of forms is due to causes, but this difference cannot go out of the actual
Rules and Regulations. Those Generic Principles are called “Taqdiir Mubram” (Inevitable Destiny).
And their particulars which change from time to time in accord with the
situation and occasion, are called “Taqdiir
mu’allaq” (Pendulous Destiny). The name of Inevitable Destiny is “Qadr” (Dignity) and the name of
Pendulous Destiny is “Qazaa” also
(Fate).
