277. Sayyidina Abu Hurayrah

Whom your rulers
are the best of you, the rich are generous and your (collective) affairs are
settled by mutual consultation then the back of the earth is better for you
than its belly. But when your rulers are the worst people among you, your rich
people miserly and your affairs are in the hands of women then the belly of the
earth is better for you than its back.

278. Sayyidina Qasim bin Muhammad

I had intended to
summon Abu Bakr and his son and leave a will appointing him the Khalifah
(successor) so that no one may say something afterwards and no one may crave
for something. But, I thought then that Allah too will reject and the Muslims
too will not allow anyone else to become a Khalifah. Therefore, I did not think
it necessary to leave such a will.

Your best rulers
are they whom you love and they love you, you pray for them and they pray for
you. Your worst rulers are they whom you despise and they despise you; you

Do not yourself
seek leadership and government because if you get them through canvassing then
it will become your own responsibility to run them. But, if you are given those
things without your seeking them then Allah will help you (in running

You will come to
show greed for leadership and high office although it will appear on the day of
Resurrection as (a cause of) regret. It may be a very good source of milk but
it is a very bad parting. (Bukhari,

By Allah! We do
not entrust the office (of government) to such a person who seeks it (himself)

If Allah has
entrusted responsibility to someone to look after the affairs of the Muslims
and he ignores their needs, wants and poverty keeping himself away from them,
then on the day of Resurrection, Allah will ignore his needs, wants and poverty
and keep Himself away from him. (Abu

284. Sayyidina ‘Abdullah bin ‘Umar

Surely, the Right
Hand of ar-Rahman Who disburses justice-and both the Hands of Allah are
Right-will be on the pulpits of light. These are the people who, as long as
they rule, met justice in their judgement even in the matters concerning their

285. Sayyidina ‘Ma’qil bin Yasaar
(Radi-ALLAHO-An-ho)
If Allah bestows
on one of His slaves governance over a people and he deceives them dying doing
that sin, Allah will make it unlawful for him to enter Paradise.

On the day of
Resurrection, the one dearest to Allah and closest to Him in the assembly will
be that head of government who was just. And the one most worthy of His anger
and furthest from Him in the assembly will be that head of government who was a

If anyone is
supervising over ten people, he will be presented on the day of Resurrection
with his hands tied to his neck until justice frees him or oppression ruins

The nation that
gives the reins of its government to a woman will never prosper. (Tirmizi, Nasa’i, Jama’ al-Fawa’id)
289. Sayyidina Ka’b bin ‘Ujrah
(Radi-ALLAHO-An-ho)
Listen! Many
leaders will come after me. So, if anyone goes to them and sides with them in
their falsehood and supports them in their oppression then he has no connection
with me and I have nothing to do with him; he will not be able to make it to
the pond al-Kawthar. But he, who does not help them in their oppression and
does not side with them in their falsehood, is with me and I am with him, and
he will make it to al-Kawthar to drink of its water. (Tirmizi, Nasa’i, Jama’ al-Fawa’id)
290. Sayyidina Anas (Radi-ALLAHO-An-ho)
Listen and obey
your rulers even if an Abyssinian slave with a head like a resin is made to
rule over you as long as he goes by the Book of Allah. (Bukhari, Jama’ al-Fawa’id)

He who obeys me
has obeyed Allah and he who disobeys me has disobeyed Allah. He who obeys the
Ameer (leader) has obeyed me and he who disobeys the Ameer has disobeyed me.
The head of government is actually a shield which is used in battle as a
protection and kept in front. Thus, if he commands you to fear Allah and is
just and fair then he will get against that a reward, but if he said anything
against that then he will be regarded as a sinner by Allah. (Bukhari, Muslim, Nasa’i, Jama’ al-Fawa’id)
292. Sayyidina Ibn ‘Umar (Radi-ALLAHO-An-ho)
It is waajib
(obligatory) for a Muslim to listen to his Ameer and obey him whether he likes
the command or not except if he is given a command to sin, in which case it is
forbidden to listen to him or obey him.

When you have
agreed on a ruler and someone comes to weaken you or cause separation in your

sword who tries to disunite this people while they are one and united, whoever

He who gives up
obedience (to the Islamic government) and separates from the Muslims community
dies the death of the days of Ignorance. He who fights under the banner of
‘lack of knowledge’ provoked because of party consideration, or while helping
his party and gets killed then he too dies the death of Ignorance. And, he who
goes out to fight my people and kills their pious and evil men not sparing any
Believer of the Ummah or respecting a covenant then he is not with me and I
have nothing to do with him. (Muslim,
